In the 2012 presidential election, GOP inspectors were forcibly and illegally removed from 13 voting precincts in Philadelphia, PA removing the "checks and balances" to make sure the voting was fair in those precincts. They were not allowed access until after 1pm on voting day, which means there is no way to ensure that votes were not thrown away during the time that the GOP poll watchers were not allowed access. When illegal practices are found in ANY voting precincts, all of the votes for that precinct should not be counted to ensure a fair vote and election.
