Whereas numerous municipalities and local entities have deployed automated or manual speed traps, stop light cameras, or other devices to collect revenue via targeted or arbitrary traffic enforcement, and whereas local elementary schools in these regions are in need of additional funding to improve America as a whole, the following is proposed:
1) Less than 5% of fines or fees maybe retained by the enforcement body (local city, county, state, or other similar entity), regardless of costs to enforce traffic.
2) The remaining 95% of fines, fees, and costs must be directly deposited in the specific fund of the nearest (defined as least linear distance from enforcement action) public elementary school.
Administration of this proposal to be paid by the enforcing entity.
