Tie allowable legal immigration numbers to the unemployment rate instead of a fixed number.

We currently set a fixed number of allowable immigrants under various visa programs. Every few years congress has battles to raise/lower based upon need.

Stop the battles by simply tying immigration to the unemployment rate. If unemployment goes up, meaning more people available for work, immigration goes down automatically. If unemployment goes down, allowable immigration automatically rises to meet the need.

This should apply to ALL visa categories except for bringing a spouse.
