Tie Congressional pay to the credit rating of the United States, and include their pay as a budget item.

As the Congress seems to regard the budget process of the United States Government as an optional part of their job, and as they collectively disregard both the consequences of government interruptions and the consequence of the decline of US credit rating, we hereby demand that the pay of all congress members be included as a budget item.
We further demand that the pay of Congress members be tied to the stability of the US credit rating, possibly to be reduced by percentages with each downward move in the rate.
