Implement a federal resume database that only facilitates contact with the currently unemployed. Automatically enroll recipients of unemployment insurance or welfare. Allow people who are unemployed, but not qualified for UI or welfare to voluntarily enroll. Use Tax ID numbers to deactivate contact info once people are employed. Tie corporate tax breaks and tax rates to the amount of people companies hire from this database.

This will:
-give a more accurate picture of the unemployment rate.
-encourage companies to hire the unemployed before they poach already-employed people.
-identify real "job creators" and reward companies that hire U.S. citizens.
-raise awareness of how many people have been denied work, so that social services can be retooled to serve the real level of need.
