The corporate tax rate should be variable, with favorable rates dependent on the percentage of Americans who are employed full-time and have good health insurance through their employers. Businesses are encouraged to stay in America, hire Americans, pay living wages, provide good insurance, AND enjoy extremely low taxes. But the tax rates rise incrementally with every percentage increase in unemployed or underemployed.
