There should be no debt-limit increase legislation enacted unless there is a budget in place. Period. How can we be sure the money being requested will be used to pay our bills if there is no budget in place stating where money is going. The law requires a budget. A new law is needed to put some teeth to that requirement - that is you want to request additional monies, you must have an approved budget in place.
