Congress only fixes what they need fixed., Stop thier pay on October First if no budget. Do not allow any back pay once the budget is passed. Do not allow them to freeze pay of executive branch like Gingrich did. This pay stop should include all Capital Police Janitorial Staffers and whatever it takes to run the Hill. No toilet paper in the Restroom might just promt action.
