Tie pay increases or decreases of the legislative and executive branches of the federal government to the national debt.

Reduce pay for the senate and congress as well as the President and Vice President and top cabinet members by 2.5% a year any time the national debt is above ten trillion dollars. Stop all pay increases for them any time it is above 6 trillion dollars. Caveat the pay decrease by withholding the decrease in pay after two consecutive years of a significantly decrease in national debt.

Raise their pay by 5% a year after that the national debt is below 5 trillion dollars and by 10% on a balanced budget or surplus.
