Tighten the rules regarding H-1b foreign worker visas.

Corporations are laying off American citizens in favor of H-1b foreign workers, The rules are too lax to be effectively enforced.

Therefore do one of the following;
1) Cut in half the number of H-1b visas issued in the year.
2) Cut the amount of time an H-1b foreign worker can be in this country to 2 years with only a 1 year renewal.
3) Apply a $10,000 fee for every H-1b new application that must be paind by the company. A $15,000 fee for every renewal and $20,000 fee for every H-1b currently working in this country.
4) Only allow American owned companies to apply for H-1b visas.
