The federal government should sponsor a nation wide ad campaign on the issue. It makes little to no since that the toilet seat in restrooms used by both men and women are put down by men. Touching the seat (before washing his hands) just after touching "himself" is unsanitary. If the seat is always up it has a better chance of not being contaminated when ladies sit down.
