Toll Roads

I'm fortunate to have traveled through many states of the US. Throughout my travels, I've noticed the increased amount of toll roads. On a recent trip from Washington DC to New York, I believe the toll was between $30-40. Of course, I could have avoided the toll roads, but that would have resulted in many more miles of driving and additional funds for gasoline. I wonder how difficult it must be for economically challenged families to afford paying for the toll ways. We have programs that provide financial assistance, but none that pay for toll roads. Considering we currently pay taxes for highways, I would like to request that toll ways essentially become tax payer funded highways. Thanks
