tort reform is an esential step missing in the ACA (afordable care act)

History:
most states that do not have OB-Gyn usually have issues with tort reform, these areas have med/mal premiums which exceed salary

Goal:
1. For private insurance providers place caps on med mal such that no case will exceed 50,000.00 usd per physician per case.
2. For Medicare and Medicaid to have manditory arbitration in place with a cap of 30,000.00 usd per physician per case
3. That medical boards and committees take the forefront of publically posting issues with physicians on state websites

Goal: to decrease defensive medicine and help fund primary care medicine
