Address frequent and subtle disturbances that cause terror for certain citizens in the public. Examples include frequent coughing and sneezing that typically causes illness for others in enclosed areas. Address safety concerns for those who are led to feel like there is a long standing flu outbreak all the time. Targeted places Include colleges, hospitals, government buildings, and job resource centers. Special care should be taken to assist veterans, minorities, women with infants, and people with disabilities who must rely on things like public transportation to do their business. People in these categories need a safe way to shop, do business, look for jobs, and travel without feeling threatened by evasive people in the public.
