LGBT people have been systemically disadvantaged in employment for much of American history. In many states employment protections are ineffective, unenforced, or non-existent. In the 1950's, LGBT employment discrimination was state sponsored, as the government itself used the "Red Scare" as an excuse to target, harass, and fire LGBT people. This level of systemic oppression can have long lasting effects and create long lasting social and economic inequalities. The government recognized this with other minorities and through the EEOC's Management Directive - 715 requires agencies to track and report on the make up of the federal workforce. This administration should direct the EEOC to devise the method and means of tracking and reporting on LGBT employment.
