For each government department responsible for creating regulations:
1. Require them to explicitly state the goal(s) of each regulation.
2. Require them to develop metrics that track how well the regulation accomplishes it's goals.
3. Contract an impartial firm to measure the effect of the regulation using the metrics defined above, along with the cost to both businesses and the government.
4. Publish the results.
