To create a database to track those with violence prone mental health issue to prevent access to firearms. This database, similar to the NICS already utilized for background checks prior to the purchase of a firearm, could be a deterrent to providing access to firearms by the mentally unstable. Psychologists would be able to add patients they believe capable of extreme violent outbursts and have that as a disqualifying factor prior to the sale of a firearm. In the wake of the Newtown CT shooting this could be a major factor in preventing a tragedy like this from occuring again.
