Not only is CIT certification not mandatory for the people who are paid to walk around with guns, but our police are often encouraged to have an aggressive, suspicious approach to law enforcement. This has a variety of detrimental effects due to confirmation bias, and also validates prejudice. A cop that cannot correctly asses whether somebody is a threat or not is not a competent cop, and is dangerous.
