Train recipients of welfare, unemployment & disability to renovate, maintain & manage properties that are in disrepair.

Train people who are on assistance or homeless to repair, maintain and manage properties such as empty military bases, entire neighborhoods, such as the neighborhoods devastated by Hurricane Katrina, Hurricane Sandy, joblessness in Detroit. In exchange, these people will learn a trade, can live in renovated housing, will revitalize neighborhoods and increase the value of the property, no longer draining the system. This will also build people's self worth.
