Congress should not be allowed to operate autonomously in a day to day fashion. Our current legislative body is failing to act and should be held accountable for their results.
Create an office to have oversight over the day to day operations of congress.
Set the salary of congress members as a ratio of attendance off of a base multiple of the national minimum wage (4.0 seems right).
Congress is no longer able to set the rules and standards it operates at. They cannot change their salary other than raising or lowering the minimum wage.
Termination of positions possible if not enough attendance.
Limit each person to two terms.
If the national budget doesn't get passed in time - fire all congress members immediately (if it didn't make it out of legislation).
