Enact an executive order that would transform Social Security cards into a national universal ID by adding the individual's photo. This would address any legitimate concern about voter identity & other legal identity concerns. A photo Social Security Card would address identity concerns while being available to every one regardless of economic condition since every American citizen is required to have a social security card.
