Transform the "Wildlife Services" Dept into a non lethal implementation service.

Currently, the govt uses taxpayer money to kill wildlife at the command of ranchers, often on BLM land they are using. Wildlife Services employees have been caught executing animals such as wolves, coyotes, wild horses and proudly displaying images of the carcasses, to the outrage of most citizens. One such employee was caught trapping a neighbors dog. This Dept is cruel and needs to be forced to employ non lethal options and staff who wants to protect wildlife, not wantonly slaughter. Coexistence is not just a "feel good" option, it is crucial to ecosystems and species survival.
