Transparency in Legislation - Make all bills Congress votes on short enough so the average citizen can read them

Mr. President,
In order to maintain a government "of, by and for the people", we feel it is imperative that we, these people, should have the opportunity to review and make comment on any act Congress may contemplate. In this day of 1000 plus page bills, that is quite impossible. The rampant intermingling of many new and unrelated regulations, appropriations, etc, and even of last minute additions to these huge and unreadable bills makes legislation anything but transparent.
We therefore propose a Transparency in Government Amendment, that Congress shall vote only on bills less than 30 pages in length, that all bills shall be available to the public view in their final form for 30 days prior to any vote, and that no more than 1 bill shall be voted upon per week.
