Create a rule that would effectively stop a bill from becoming law if it could not be proven do what it is proposed to do. For example, if a similar law has been in place and has not produced the desired effect, then piling on a new similar law would not be expected to do any better and thus should be discarded.
Before a bill becomes law each and every word of the law must have a representative accountable for it. Nothing may be inserted by an anonymous person at the last minute.
There should be a "cooling off" period before a bill can be voted on. For example HR XXXXX would have to exist in its final form for 14 days before a vote on that bill may be taken.
This would give the public time to evaluate the bill and determine if it is in their own best interest.
