New technologies such as the Periscope/Twitter app have made it possible for every citizen with a smartphone to use that phone as a live streaming body camera that also remotely records at the same time. The public safety experiment and implementation of police body worn cameras is taking too long to implement and those that have implemented such programs are not providing true transparency as the McDonald case in Chicago among other cases has revealed. The police are NOT always forthcoming with the video evidence for one reason or another.
