A petition to require training and licensing prior to purchase and use of firearms, similar to automobile training and licensing. Upon reaching age 12 a person could take a licensing test to use firearms for hunting, competitive shooting etc. under supervision of a licensed adult. Upon reaching age 21, another test could be taken for solo use of firearms. Outlaw the sale of guns to anyone who is not properly licensed. Testing and licensing to be done at Secretary of State office.
