Treat individuals who commit act of terror on US soil as enemy combatants, and not afforded the same rights as the citizens that they have tried to harm.
Once you commit to the use terror tactics, and IED's, you forfeit your rights as an American citizen and should not expect to have those rights to protect you once you are apprehended.
