No person entering into The United States of America illegally shall be allowed any public benefits. Schooling, medical, federal assistance programs. No child of said Illegal shall be grated any benefits. In the event a child is born on US soil said child shall be treated as Illegal until the age of majority is reached. Should the parents of said child decide to declare the child's citizenship before age of majority the child will be placed for adoption with a legal US couple.
