Put a tram in every city (maybe underground), triple the number of bus routes in each city, triple the number of busses on each route, and extend the hours of operation. Then tax gasoline sales 150% to pay for the infrastructure investment and to encourage ridership; thereby diminishing dependence on oil (foreign or domestic.)  In addition, "day-trans-passes" can be $5 per 24 hour period.  Consumer prices will go up about 15% as transportation costs average about 10% of price. Employee pay will increase, and independent contractors (who have greater control over pay) will adjust their quotes accordingly.  The car industry may see some automobile production replaced by bus/tram production and maintenance.
