ISP's today do a very good job at reporting both your potential upload and download speeds based upon packages. What is not reported is this speed is irrelevant if the upload links and peering agreements with upstream providers are saturated. This can cause slowness such as interactive with Facebook, Netflix and a host of other providers.
Customers should be able to make informed sign up information for services based upon understanding not just their upload and download speeds on that provider, but their capacity and utilization points with other segments of the networks.
