Turn closed/abandoned government buildings or military installations into low cost/free housing for the homeless.

With the number of homeless people and families increasing in this uncertain economy, I feel that government buildings and military installations that are no longer in use can be converted to housing for these people. People could have a place to live and even regain their dignity by being charged with the maintenance and upkeep of the buildings. Instead of having these structures become weed-overrun, dilapidated, eye-sores, they could be used to get people off of the streets and into a place they could call home, if only for a short while.
