This would turn any non-governmental land or Buildings over to the state of Maryland,
But, The District of Columbia would only consist of the governmental land and Buildings, thus, giving the citizens the Voting rights and the representation they deserve, and eliminate the 3 electoral votes they receive
Non-Governmental land includes, but not limited to:
Residential, Commercial and Industrial zones, parks, and roads.
