Turn jails into work camps so that instead of spending money to upkeep prisions, the prisions produce income.

In 1993 Sheriff Joe Arpaio turned his local jail into a tent city, which reduced the cost of maintaining the facility. But why stop there? Why not turn jails into factories or businesses so that they produce income for the local communities? Instead of taking money they could produce it. The money could be used for local disaster relief, parks, schools, or keeping towns clean. Did you know that on average a prisoner costs 25,000$ a year, and as of 2005 there were about 2 million prisoners? We could potentially change that to income to help communities across the nation.
