Across the country, but particularly in urban areas, it has become impossible to view the heavens as god intended.
On one clear night each year, the Federal Government should coordinate an effort to 'turn off the lights.' This could be done by establishing a holiday similar to the Fourth of July.
To accommodate safety or other logistical concerns, this event might last only for a few hours rather than the whole night. Provisions will have to be made for selecting a suitable date once weather patterns are known, or for selecting alternates as appropriate. The holiday need not be accompanied by any expectation of time off from work. The Federal Government should encourage all residences, businesses, local, and State governments to participate.
