turn the "Social Safety Net" into a "Social Foundation"

The commitment of the American people to the rights of all persons to life, liberty and the pursuit of happiness is realized in this country by an inefficient system of unorganized governmental bureaucracies. The inefficiencies, gaps and flaws in the "Social Safety Net"/welfare system as it exists today allows individuals to "fall through the cracks" and can be counter-productive for the advancement of individuals and society at large. By defining the minimum amount of government welfare necessary to guarantee the life, liberty, and ability to pursue happiness for all citizens and charging one government agency with maintaining this guarantee of a "Social Foundation", the American people stand a better chance of fully realizing the tenets on which this country was founded.
