This petition should allow Arkansas citizens that are certified liscense holders to carry a handgun not only concealed but also open if they choose. The current liscense holders should be allowed to have the liscense changed if they choose so to the new open/concealed carry liscense. All new applicants will still have to complete the course of the class and pass before they are to be given this such option.
