Two cents from every taxed dollar to NASA in a means to stimulate a technology race for more sustainable energy

In the 60s NASA put a man on the moon, the ballpoint pen and cellphone in your pocket are testaments to the technology that was started when a man was put on the moon, less than one cent of every taxed dollar made that possible. Think what could be done if they had two cents from every taxed dollar.
