Two Trillion Tax Reduction Act of 2012

For Congress to pass the Two Trillion Dollar Tax Reduction Act of 2012, and to issue tax reduction vouchers, which could be applied to reduce the federal income tax liability of every federal taxpayer.
How to distribute this tax reduction? In the words of Abraham Lincoln "This country, with its institutions belongs to the people who inhabit it..", so it would be fitting to divide the Two Trillion dollars equally. This voucher program would produce about a $10,000 voucher for each of the individuals filing tax returns.
What if the recipients had insufficient current tax liability? Well, they would be able to sell their vouchers, of course to those who had a tax liability. The vouchers would sell near to par. What true Republican could argue against a tax reduction program of this scope?
