UltraVires rules framing by the GOI u/s 192 of the ARMY ACT 1950 to reserve posts for the Army personnel within CCS

GOI has framed regulations u/s 192 of the ARMY ACT 1950 to reserve posts for the Army personnel within a Central Civil Service notified as SRO 19E published in the Gazzette of India (Extraordinary ) Part II Sec 4 dtd 31 July 1989 .Army Act 1950 has no mandate to make any such rules or regulations overriding rules under Art 309 of the constitution of India rules have been made clandestinely and have not been laid in the parliament as per requirement of s 193 of the Army Act 1950. The parliamentarians are in dark about the existence of such rules. Indian Supreme courts don't intervene /deny SLP, High Courts at the most rule ridiculously that s 192 has the mandate and rules are valid inspite of parliamentary oversight.
