Many people are tied to the insurer that their employer chooses. This can cause problems if an employee wants to work for another company. For example, an employee may have to start over on their deductible potentially costing them thousands of dollars.
This problem can be solved by modifying The Affordable Care Act to require employers to offer both options of either participating in their group coverage or giving the employee a reasonable tax-free stipend that can only be spent on the government's healthcare.gov website. This would allow employees the option of getting a plan on the exchange they do not have to worry about losing if they choose to change jobs including the money spent on their deductible.
