A law against "Uncommon Stupidity" which will apply to every citizen, including congressmen that are considered "of sound mind" ie, those not proven to have some sort of per-existing cognitive disability etc. Three time violators of this law will have their reproductive rights taken away in an effort to prevent the humane race from becoming "dumbed down" through micro-evolution.
The initial punishment for the first two violations of this law will result in remedial training in areas such as logic, moral philosophy and other areas that encourage rational thinking and good sense.
