Undertake a global public lottery program to build a free hyperloop network in the USA.

At one hundred billion dollars per two hundred and fifty miles of hyperloop network it is necessary to raise eight trillion dollars to fully fund a hyperloop network.
This can be funded over the next twenty years by an annual lottery.
The lottery would sell two billion tickets at five hundred dollars each raising two hundred and fifty billion in tax, fifty billion in lottery management fees, three hundred billion in prizepool (1 x 100 billion dollars, 10 x 10 billion dollars, 100 x 1 billion dollars), leaving four hundred billion each lottery to fund not only seven hundred and fifty miles of hyperloop, but provide towards the two trillion dollars needed to be placed in a bank account so the hyperloop can be financed off the interest as a free service.
