With the purpose to prevent rearming of the US civil population and to prevent mass killings especially among teenagers it is necessary to adopt appropriate legislative measures.
1. To introduce progressive tax on keeping and bearing arms. Each following unit of the purchased firearms shall be taxed more. The tax shall be paid monthly.
2. To make compulsory medical examination of all persons living together with the person who buys arms and who can have potential access to the arms.
3. To introduce criminal responsibility for improper keeping of arms and for providing access to the arms to persons who do not have the right to use them.
4. Each owner of the firearms shall annually take an exam on safe handling of arms, their use and keeping.
