United States Postal Service (USPS) becomes a contracting initiating and monitoring business for contract mail delivery

Several foreign countries have contract-out their postal processing and delivery, and the US should do the same. National delivery services like UPS and FedEx have much lower costs than the USPS, and the USPS already has some contract operations, like my post office. Rather than sorting and delivering the mail, the USPS should instead become a contract issuing and monitoring organization for contract delivery. The difficulty that the USPS has had funding its retirement, according to the past laws that afforded it some protection have not been a good sign of future ability to pay its bills, as agreed upon!
