The U.S. Constitution , 15 Amendment does not state that our state or federal legislators cannot make a law that protects the U.S. CITIZENS VOTER RIGHTS by proof of citizenship.
Section 1. The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.
Section 2. The Congress shall have power to enforce this article by appropriate legislation.
In fact, it does state section 2, that CONGRESS shall enforce this article by appropriate legislation. A person's verification of citizenship is enforcing this article as it pertains to the CITIZENS OF THE UNITED STATES right to vote, EVERY U.S. CITIZEN HAS VERIFICATION OF CITIZENSHIP !!!!
