The United States will modify the Cuban embargo for the shipment of petroleum products and prevention oil spills.

The United States government should substantially increase its economic engagement to Cuba strictly for the trade of petroleum products to create jobs and ensure the safety of Florida's 60 million dollar tourism industry.

PLAN:
The United States government will MODIFY the Cuban Embargo and send FEMA officials to Cuba to negotiate how we can have the fastest response to oil spills in shared waters. The embargo will be modified to allow the shipment of necessary oil spill clean-up equipment to Cuba and to import oil. This oil will be imported with a 3% tax rate to pay for clean-up equipment and will, in the process, create thousands of oil-centred jobs in both Cuba and the US and create millions of dollars in profit for both countries.
