Universities & colleges shouldn't disqualify former students from a degree programs based solely on the passage of time.

Credit for course work that has been earned and paid for should be accepted for students returning to school to finish a degree program. This would encourage colleges and universities to be invested in students completing a degree program rather than accepting payment and providing students with nothing simply based on the passage of time. This would be retroactive and include anyone who had completed over 25% or more of the degree requirements.
