Unpaid administrative leave for officers involved in death of non-violent citizens

After murdering a United States citizen the current protocol is to place Federal, State, County, Sheriffs Department, and Municipal Police Officers on paid administrative leave. If a non employee of the police force was being investigated for murder, they would be in jail and not have access to receive funds during confinement. Therefore, officers should be placed on unpaid administrative leave until the conclusion of the investigation and reinstatement of their duties especially for murders of non-violent citizens and unarmed citizens.
