An original birth certificate is not sealed for natural parent privacy. An original birth certificate is not sealed until an adoption is finalized, so if a baby is given away for adoption but that child ends up growing up in foster care he or she keeps their original birth certificate making privacy null and void. Kansas and Alaska don't even seal theirs, Alabama only did for a few years, and Pennsylvania didn't seal until 1984. An original birth certificate is a Federal piece of paper and therefore can be unsealed by the Federal Congreess. Adoptees must no longer be treated as second class citizens. There should also be no veto on the original birth certificate. Furthermore sealing OBCs, as done in most states, is a Federal crime under the 14th amendment.
