Unshackle and empower states to create State Banks like the Bank of North Dakota

The State of North Dakota founded its own state owned bank during the great depression so that small business and farmers would have access to capital that big banks on the east and west coast were denying their citizens. SInce that time the State Bank of North Dakota has helped underwrite loans that would have been too large or too risky for smaller local banks to bite off on. Because of this small banks are prospering, the default rate on homes is the lowest in the country, and there is more economic development moneys available than almost all the other states in the union. It is time for Repubs and Dems to set aside their differences and give the small entrepeneurs a break - grant moneys to all states to set up their own banks and replicate the success that North Dakota has seen.
